There is hereby created the Recreation Department of the City of Council Grove.

There is hereby created the office of the Director of the Recreation Department for the City of Council Grove. The Director shall be appointed by the Mayor with the approval of the City Council.

The duties of the Recreation Director shall be as follows:
(a) administer all operations of the Recreation Department.
(b) Supervise all employees assigned to the Recreation Department and recommend to the Mayor and Council appropriate staffing levels throughout the Department.
(c) Ensure the efficient operation of the Recreation Department.
(d) Provide input to the Mayor and Council and Advisory Board to ensure the continued efficient operation of the Department while protecting the health, safety and welfare of the community.
(e) Be directly responsible for the baseball/softball complex, soccer complex and other Recreation Department activities and facilities.
(f) Be accountable to and follow the direction of the City Administrator.

There is hereby created a Recreation Advisory Board. The Board can make advisory recommendations to the City Recreation Director and the governing body of the City of Council Grove.

The Board shall consist of five members who shall be residents of the City of Council Grove. The members shall be appointed by the Mayor and approved by the City Council.

Initially the Mayor shall appoint and the City Council shall approve the appointment of two members for a term of three years, two members for a term of two years and one member for a term of one year. Thereafter, members shall serve three year terms. Members may be reappointed. Any vacancy on the Board shall be filled for the unexpired term and the same manner as required for a regular appointment. Three members of the Board shall constitute a quorum for the transaction of business. An affirmative vote of the majority of the members of the Board shall be required to authorize any action of the Board. No members of the Board may hold any elective offices in the City government or be an employee of the City.
Annually, at the first regular meeting of the Board each January, the Board shall elect from its members a Chair and a Vice-Chair. The Chairman shall be obligated to conduct the meetings. The Vice-Chair shall act in the absence or disability of the Chair. In the case that the Chair or Vice-Chair vacates their appointment, the Board shall immediately select their replacement.

The Advisory Board shall establish its regular meeting time and location which shall not be less than once every month. The meeting agenda shall be published in advance of each meeting.

The duties of the Advisory Board are as follows:
(a) Make recommendations to the City Recreation Director and the governing body of the City of Council Grove with regard to maintenance of facilities and operation of programs.
(b) Recommend to the Mayor a candidate to fill a vacancy in the Board.
(c) The Advisory Board shall not have any independent decision making authority nor any authority to authorize expenditures. All such authority is vested in the governing body of the City of Council Grove.
(d) Provide input on employee hiring and retention and be involved in the interview process for new employees.

Members may be removed for good cause by the City Council. “Good cause” shall include, but not be limited to, missing three consecutive meetings or failing to attend at least seventy-five percent of all scheduled meetings.
