As used in this chapter, the term public grounds shall include the city parks, city swimming pool and any other public property or grounds not otherwise specifically provided for.

The governing body may, on application to the city clerk, grant permission for the use of public grounds of the city by persons, organizations or companies for concessions, carnivals, fairs and other like public displays or entertainment. Any swimming pool owned by the city may be leased to a private operator for a season together with any concession to be operated in connection therewith, as may be provided in such agreement.

It shall be unlawful for any person to construct or erect any tent or structure on the public grounds of the city or to leave any vehicle or equipment in or on any public grounds of the city or to leave any vehicle or equipment in or on any public grounds without the consent of the governing body.

The following hourly charges shall be made for any public use of City equipment. Equipment and operator will be billed for a minimum of one hour.
(a) Backhoe and Operator for City repairs, $85.00
(b) Truck and Operator, $55.00
(c) Mower and Operator, $150.00
(d) Sewer Cleaner with Operator, $150.00
(e) Jackhammer and Compressor with Attendant, $75.00
(f) Trencher with Operator, $85.00
(g) Skid Loader with Operator, $85.00
(h) Hole Hog with Operator, $75.00
(i) Packer with Attendant, $50.00
(j) 2” Ditch Pump with Operator, $25.00
(k) 3” Ditch Pump with Operator, $30.00
(l) Gravel, Sand, AB-3, and Washed Rock, City cost plus 15%
(m) Tracing Private Services (Potable Water or Sewer) for Contractors, $50.00
(n) Video Camera Equipment with Operator, $100.00
(o) Any property not listed herein shall not be available for public use.

All services and equipment must be supervised by a city operator or city attendant. An attendant is merely an observer and will not operate equipment.

Service labor as required by City Ordinance shall be billed at the rate of $30.00 per hour or fraction thereof for a lead man and $20.00 per hour or fraction thereof for each additional man hour.
