There is hereby created the City of Council Grove Planning and Zoning Commission as authorized under Article 7 of Chapter 12 of the Kansas Statutes Annotated.

The Council Grove Planning Commission shall consist of seven members, of which two members shall reside outside of but within three miles of the corporate limits of the city, and the remaining five members shall be residents of the city, all to be appointed by the Mayor with the consent and confirmation of the Council. The members shall serve for a term of three years. Vacancies shall be filled by appointment for unexpired terms. Members of the Planning Commission shall serve without compensation for their services.

The members of the City Planning Commission shall meet at least quarterly or more frequently as may be necessary. They shall elect one of their members as a chairperson and one as a vice-chairman, who shall serve until their successors have been selected. Special meetings may be called at any time by the chairperson. A majority of the commission shall constitute a quorum for the transaction of business. The commission shall cause a proper record to be kept of its proceedings.

(a) The planning commission shall have the powers and duties as shall be prescribed by law from time to time. Its duties shall include the duty and function of promoting public interest and understanding of the economic and social necessity for long-term coordinated planning for the metropolitan area. It shall make studies and plans to guide the unified development of the area. The planning commission shall cause to have prepared zoning studies and shall recommend the zoning of all land within its jurisdiction and shall prepare recommendations governing the control of subdivisions within its jurisdiction. The Council Grove planning commission shall take over and perform all of the powers, duties and functions as provided by law.
(b) The planning commission may hire and provide for such professional and clerical help as it may require within the limits of its approved budget.
