No person either as principal or agent shall conduct, carry on or pursue in the city any trade, calling, business or profession as set forth in this chapter without first paying to the city clerk the license fee hereinafter required and procuring a license therefor.

All licenses shall be due and payable immediately upon the commencement of the occupation, business or profession for which the same are required. When any license shall expire, the license for the ensuing period shall be due and payable immediately upon the expiration of any prior license. No license shall be issued until the fee required is paid.

All licenses issued shall be for a calendar year and shall expire on the last day of December next after their issuance. This section shall not apply to any license authorized to be issued at a daily, weekly or monthly period or when the laws of Kansas otherwise provide.

No license issued under the provisions of this chapter shall be transferable or assignable. There shall be no refunds and no license shall be prorated.

All persons doing business in a permanent location are hereby required to have their license conspicuously displayed in their place of business and all persons, not having a permanent place of business, are hereby required to carry their licenses with them and any licensee shall present the license for inspection when requested to do so by any citizen or office of the city.

Any license issued under the provisions of this chapter shall be subject to revocation by the governing body without notice upon conviction in municipal court on a charge of violating this chapter.

(a)   It is hereby prohibited that any person sell to any person under the age of 16 in the City of Council Grove or at the Council Grove Lake Park any swords, blow guns or knives with blades of three and a half inches or longer.

(b)   Any person violating this section shall be subject to a fine of not less than $100.00, imprisonment in the Morris County Jail not to exceed 30 days, or both by such fine and imprisonment.
