(a) The mayor shall preside at all meetings of the governing body. He shall have the tie-breaking vote on all questions, other than ordinances, when the members present are equally divided. He shall:
(1) Have the superintending control of all officers and affairs of the city and shall take care that the ordinances of the city are complied with.
(2) Sign the commissions and appointments of all the officers elected or appointed in the city and endorse the approval of the governing body on all official bonds.
(3) From time to time communicate to the city council such information and recommend such measures as he may deem advisable. He shall have the power to approve or veto any ordinance in such manner as the laws of the state shall prescribe.
(4) Sign all orders and drafts drawn upon the city treasurer for money.
(b) The mayor may require any officer of the city to exhibit his accounts or other papers and to make reports to the council in writing touching any subject or matter he may require pertaining to this office.

The city council shall elect one of its own body as “President of the Council” and he shall preside at all meetings of the council in the absence of the mayor. In the absence of both the mayor and the president of the council, the council shall elect one of its own body as Acting President of the Council. The president and acting president, when occupying the place of the mayor, shall have the same privileges as other councilmembers but shall exercise no veto.

The governing body may designate whether the administration of a policy or the carrying out of any order shall be performed by a committee, an appointive officer or the mayor. If no administrative authority is designated it shall be vested in the mayor.

The mayor shall have power to remit fines and forfeitures and to grant reprieves and pardons for offenses arising under the ordinances of the city, by and with the consent of the council, but no such fine or forfeiture shall be remitted or pardon granted, except at a legal session of the governing body, nor unless the reasons therefore, together with the order of remission or pardon, be entered on the journal by the clerk.

(a) If any council member moves from the ward from which elected, the office shall be deemed vacant. Whenever a vacancy occurs, for any reason (e.g., resignation, death, or removal from office or from the city or ward), it shall be filled by a majority vote of the remaining members of the governing body; the governing body shall appoint an elector of the ward where the vacancy occurs to be council member for the balance of the unexpired term
(b) In case of a vacancy in the office of mayor, the president of the council shall become mayor until the next regular election for that office, and a vacancy shall occur in the office of the councilman becoming mayor.

The mayor and each councilmember shall receive as compensation such amounts as may be fixed by ordinance.

The city council does hereby establish the fourth Monday of each month as a work and study session, to be held at the same time and place of regular meetings. In the event that the work session falls on a holiday the meeting shall be held on the next following regular workday.

(a) The regularly scheduled meetings for the governing body of the City of Council Grove shall be held on the 1st and 3rd Tuesday of each month, and shall begin at 5:30 p.m.
(b) All meetings will begin at City Hall at 205 N. Union Street but may be adjourned from place to place upon proper motion and majority vote.

(a) A Holiday Decorating Board is hereby established for the purpose of overseeing the maintenance repair and updating of holiday decorations used within the City, including lightings that outline buildings within the City for Christmas and decorations used in public spaces on any other holiday.
(b) The Board shall consist of eight persons appointed by the Mayor and confirmed by the Governing Body as follows: One City Council member, one member of the Council Grove Volunteer Fire Department, one member of the Chamber of Commerce, one member of the Council Grove Pride Committee, one City Lake leaseholder, and three members being residents of the City, one from each ward.
(c) All appointments shall be made for a term of two years.
(d) Members of the Board shall serve without compensation.
(e) The Board shall annually elect a chairperson and a vice chairperson. Any action of the Board must be by a vote of the majority of the entire board.
(f) The Board shall meet at least annually, and more frequently as needed.
(g) The City shall not be obligated to provide any funding for purchase or repairs of holiday decorations.

(a) Policy Committees for the City of Council Grove shall be as follows:
(1) Public Works Committee
(2) Police and Fire Committee
(3) Lake, Parks and Recreation Committee
(b) The Mayor of the City of Council Grove shall appoint two council persons to serve on each policy committee and no council person may serve on more than one committee. The appointment of such council persons- shall be effective for two years. Such appointments shall not require the confirmation of the governing body.
